Yes, it is better to have one in case they ask for it :). So let me know if you encounter any difficulties buying the insurance or just need some clarification.

The coverage starts by the time you activate the policy, usually when you arrive to Canada. For some insurance companies the coverage starts during the flight to Canada.
You set the effective date as the day you will land in Canada.
You insurance policy will be emailed to you within 5-10 minutes once you have paid for it. When you enter Canada you will probably be asked to show the policy to the POE officer that will grant you access.

If you were born in Ireland that it is your country of origin. The thing is, it is needed for the IEC to determine your eligibility as for the insurance company, it is just a formality.
Do you have US citizenship also?

One question - the country of origin part of the app form. Would that be US or Ireland if I am an Irish citizen but I am arriving from the US?

Hello. I require insurance for medical and health-care, including hospitalization and repatriation for a period of 2 years. I am an irish citizen entering Canada from the US and an IEC participant. What plan would you recommend?
