My son is a permanent U.S. resident. with dual Canadian/American citizenship, and will be attending University in Ontario. We've found out that he will not be able to apply for the University's international healthcare. This means if he should become sick while studying he will pay out of pocket to see a doctor on campus. Is he able to apply for his Ontario Provincial Health Insurance while there?

You will need to find out whether he is eligible for the Ontario provincial healthcare plan. Even if he does, there is a waiting period of 3 month for him before he gets covered by the provincial plan. In the meanwhile, you may try to seek private insurance just to cover him for the 3 months waiting period.
